It looks like you have a bad ppa. Go to menu, Administration , software sources and then to other tab. uncheck all your ppa's and try sudo apt update again. if that works. try the upgrade manager again. if software Sources will not open from menu go to a terminal and type pkexec mintsources post any...

4 GB ram should be plenty for mate. so it's most likely not that that's causing you problems post what karlchen has asked for so we can help.
But I suspect you may have an nvidia graphics card?

What video card are you using? Ram, processor ETC.
