I actually could use this as well. In my case, I occasionally save an image to the desktop while I am working on it. Sometimes the icon is a thumbnail of the image. Figured it out.
Turned out I had just copied a .conkyrc from the internet and had the line "xinerama_head = 1" (used in multi-monitor configurations) in it.
Since I only have one monitor, it probably confused the system and kept the monitor on all the time.

Just did a fresh install of LM21. Kept my home directory but wiped the root filesystem. I noticed that even though in System Settings->Power Management->Power Options I have it set to turn off the monitor when inactive for 15 minutes, the screen never turns off. I'm running Linux Mint Cinnamon 19.0. I have the default repositories set in Update Manager. I don't see an option to upgrade to 19.1 in the Edit Menu. I did the suggestion to reset my repositories to the default and still can't find the update.

Just an update: this works for me. I burnt a fresh ISO of the latest Linux Mint and installed it over the borked install. I then removed all the hidden ("." files) from my ~/ home directory and ran hp-setup. (I had to install the GUI version of hp-setup to get it to work.) Works fine now w...
