Spoke too soon. Editing out those 2 lines breaks nvidia powermizer... xorg.0.log is really long and I'm not sure if it contains sensitive info. I'll prune and post it later...

I'm guessing cinnamon is not liking something in the xorg.conf Not quite. Cinnamon can not run if X Server is not running because X Server runs the graphics. By default, normally all one has to do is boot Linux Mint for all three GPUs to be enabled. One does not need to run nvidia-xconfig to enable all the gpus.
