The trick is to check it immediately after you wake the machine, then tell us what you saw in Manjaro. In Mint it takes a little while (somewhere around a minute) till the number is reduced. Hum, for comparison, I looked in Manjaro and I had:
after several resumes after hibernation then several hours of use and Firefox with about ten tabs open...
So, this could be a Mint problem?

Before going in 'complex' things, the simplest is to try to reinstall. It may have had a problem with the installation. And as you seem to come to install, you must not have yet really used the OS, so there is nothing to back up before.

Si tu ne peux pas copier de fichiers sur ta clé USB, tu as un sérieux problème. Car tu ne devrais pas avoir besoin d'être Root pour copier sur une clé USB. Personnellement, je l'ai eu sur un disque dur externe pour accéder à des dossiers et fichiers que j'avais copiés d'une autre dristribution Linu...

Pour Firefox, peut-être, si le français pour Firefox est installé, dans about:config mettre 'fr' à l'option 'general.useragent.locale'... Par défaut c'est à US, je crois. Le changer aidera peut-être...

esp for stability when used in production environments. Mint's LTS releases provide a perfect balance as they are supported for so long so re-installation is seldom needed. Any mission critical machine should be running a very conservatively updated LTS release, the "don't break my system"...
