The closest i can get to what you're looking for is by using alt-tab and 2 windowspaces; see the screenshot. The only difference is the action takes place in the middle of the screen instead of the panel, but we are all creatures of habit, so...

This does what you ask for:
1- In applets -> grouped window list -> general, tick "show windows from all workspaces.
2- Open FM in 1st, terminal in 2nd, text editor in 3rd workspace.
3- Instead of changing apps, change workspaces w/ ctrl-alt-left/right.

I do not see why not. I tried it once and had i/o errors but mine was (is) an ageing laptop with flaky usb ports. If that fails, I suggest getting a free online/cloud storage like Google drive and back up the most important stuff up there using live image. If you have a small drive I recommend a sin...

Restored system with timeshift (just to see what it does, never used it before), re-upgraded everything except the last mesa. Everything is peachy now.

Similar problems here with XFCE, 19.1.

Open apps do not show in task bar (windows buttons not visible).
No window decorations (min/max buttons)
Can not maximize Firefox, bookmarks button not working.

Disabling compositor (xfwm 4 only) solved the problems without rebooting.

I do not have access to Mate system but on Cinnamon, right click pnel, go to panel settings, click add new panel. Should be something similar in Mate, I presume. I know it is not exactly the requested feature, but it might help OP.

Try unplugging the power cable and then shut it down.

An interim solution until kernel picks up a patch (saw a fix in Fedora forums for others looking for a permanent solution).
