One extra thing I always do when prompted is changing my user name to something else. For instance if your user name is name, use newname as the user for this installation. This gives two directories under /home: /name and /newname. I cut everything I need from /name and paste under /newname. This ...

I do not have access to Mate system but on Cinnamon, right click pnel, go to panel settings, click add new panel. Should be something similar in Mate, I presume. I know it is not exactly the requested feature, but it might help OP.

Try unplugging the power cable and then shut it down.

An interim solution until kernel picks up a patch (saw a fix in Fedora forums for others looking for a permanent solution).
