I'd appreciate some educated pointers as to what exactly could be the problem
Don't mess with your system python install if you don't know how to get back to what it should be. And maybe don't use unsupported versions of a distro if you want to use newer things.

The feature is still there and seems to work the same in 21.3. If you hover the top of the titlebar where the resize arrow shows and then double click, it maximizes vertically. The Cinnamon spices were moved to being hosted in a Mint controlled github repo quite some time ago. This was one of the main reasons why. I would go with write the interface programmatically or use Glade. Either of those options should be fine. Glade really is just about convenience.

For 2) hand coding or using Glade doesn't really matter. Glade is mostly used as a convenience and is not necessary.

After it crashes, you can check ~/.xsession-errors. It will often give you the reason so you have info to troubleshoot with.

How are comments shown without an app being selected?

They are shown directly under the app name for all apps.

I believe one of the 3rd party menus like Cinnamenu offers this functionality. You can get it from System Settings->Applets.

If they are both running LMDE 6 then chances are they are both running the Nvidia-525 driver. Others getting graphics with Cinnamon on Wayland have been using newer Nvidia drivers. Just as a side note, I can run Wayland on Mint 21.3 with an Nvidia 1060 and the 525 driver. There are issues due to it...

LMDE used to be semi-rolling. I don't see it going back to that. It was stopped for a reason. The biggest one being dev time spent on it. Since LMDE is not the main focus of Mint development it isn't going to get that kind of time dedication.
