Figured it out. Thought that I had tried everything, then something sort of rung a bell somewhere in the dim recesses of my brain. Went to Settings->Windows->Behavior and turned OFF "Attach dialog windows to the parent window" Solved it for everything. All is well. I'll leave this here in case anyon...

**Update From Below** Turning all of that off introduced screen tearing on my system. Long story short, what I found is that turning both Allow Flipping in Nvidia-settings and Enable VBlank in General Settings, then right-clicking the task bar, hitting Troubleshooting, then Restart Cinnamon makes it...

Is there a shortcut to it in your main menu (the Start menu? What do we call it in Mint?) If so, Right-click on it and add it to your desktop.
If not, find the .exe in Nemo, Right-Click, chose "Make Link", then drag that new file to your desktop.
