Mystery solved. Thank you for the responses folks. Perhaps an option in the upgrade GUI, disabled by default, to enable new programs to to be installed would make sense?

Ok, so I had to manually install Timeshift as the 18.3 upgrade did not do it. But I was otherwise able to make a system snapshot and update each level 3 and 4 update one at a time until they were all done. Re-booted and everything appears to still work correctly. Bug? 18.2 to 18.3 update does not include new applications - SOLVED

I just noticed that two new applications that are supposedly a part of the default install of 18.3 did not get installed when I upgraded from 18.2.

Timeshift and Redshift.

Perhaps there is more, I just haven't noticed yet. Is this intentional, or a bug?

I opened my computer and pulled the sound card to see if there was bulging and/or leaking capacitors or anything else obviously wrong with it. It all looked good. Thank you for your response karichen. What about just uninstalling it? I don't use and disable it in Firefox anyways. My only concern is that when I go to do that Synaptic Package Manager says it also has to uninstall: "mint-meta-codecs" and "mint-meta-codecs-core" Will this impact other multimedia ...

This same problem has returned with this new fresh install of LinuxMint 18.1 Cinnamon 64bit with the adobe-flashplugin 1:20170214.1-0ubunt0.16.04.1 update. Any ideas to fix this?

I've since decided to give the Cinnamon desktop environment another try with LinuxMint 18.1. And I'm happily surprised to see that it works beautifully for games and video with my Nvidia GTX 750. I bought two games from gog.com, The Witcher 2 Enhanced Edition and Flatout 2. They both run beautifully...
