Yes, that command will overwrite all the removed files on your partition with zeros.

I'm pretty sure that it isn't totally impossible for somebody to recover the files after your overwrite them, but that should make it a lot more difficult.

You might want to try this instead
https://help.ubuntu.com/community/DebootstrapChroot

It will install Ubuntu instead of Mint, but that shouldn't matter if you only need it to run some 32-Bit apps

That in Windows, you edit your registry with regedit, and in Mint you edit system configuration files with Gedit?
