Two things to consider: First, the two partitions must be adjacent to each other. The only major thing I've noticed is that LM 19.3 shuts down quite a bit faster than any of the previous 19.x versions, at least on my own machine.

You've got a bit of a mess on your hands. First of all, in order to "extend" the ext4 partition you've got highlighted at the end of the disk, the unallocated space on the disk must be directly adjacent to it, you cannot have other disk partitions located in between them. But it gets worse...
