The resize feature evidently was first included with 21.2 Cinnamon. release announcement: "Other Improvements The main menu is now resizable, just drag the edge with the mouse to rezize it to your liking." Just checked with an old ventoy stick and 21.1 Cinnamon indeed does not have this. I...

I decided to use only Cinnamon de for 21.3 to become more familiar.

When update manager offers an update you can right-click the update
and choose to ignore it once or ignore it forever.
Those files will be listed in Edit/Preferences under the Package tab.
You can add them back if you change your mind in the future.

How can I make a second panel that is an exact clone/copy of the original panel? I've found tons of instructions on "creating' a second blank panel, but you are then left to fuss around adding each piece to this second panel to try and make it look like the first. I can't seem to find any info...

With no recurrence my guess is it was probably a remnant of an orphaned icon.
The panel gets refreshed when Cinnamon restarts.
