Of course. Still we are talking about an issue when OP couldn't save files to the ext4 partitions while being logged in in Linux Mint live system.

It may help in discussion to consider a cost of enterprise level domain protection plan, a few thousands euros per year for sure. And Sukuri, though sometimes irritating, is among top ten providers.

systemd-udev-settle.service is a static service, some other service may pull it in. Just to be sure run in terminal sudo systemctl stop systemd-udev-settle.service sudo systemctl disable systemd-udev-settle.service and after reboot post the result of sudo systemctl status systemd-udev-settle.service
