well...that's AFAIK pulseaudio default behaviour. the master volume is always >= app volume. you can set app volume to any level below max volume, but if you increase the app volume above master volume, then the master volume will get increased too. it also work if you can you slide down the master...
Hmm... well I guess now the only two possibilities that I can think of is that the new partition you created doesn't have a valid filesystem on it, or there really is something wrong with the mint install that's not letting it recognize the flash drives.
