If I understand correctly, the system boots fine, just after the gui-login you get a white screen. I would guess that you have installed some Extension that isn't working with the new 19.3 and needs to be updated/uninstalled but is so broken that your DE cannot show any hints... Looks like the Ethernet should work. Do you have a cable connected, that normally works?

If yes, try in a terminal ping 8.8.8.8 if you can get to the google server ip address (press Ctrl+c to stop ping).

odd... I skipped installing XAppStatusIcon, and had repeating a gap in the status bar. Only after installing XAppStatusIcon, that was gone. And no duplicated Icons here.
