Try installing Mint without an internet connection as there are still issues with some UEFI installs when there are grub updates available

This happens in every Linux distro I know of with Broadcom wifi, it might be something in Broadcoms firmware for Linux that causes the limitation

On HP's you need to enter UEFI/BIOS settings, go to System Configuration, then OS Boot Manager. Then you move the Ubuntu entry to the top of the list and press F10 twice. For some reason changes made with efibootmgr are ignored on these newer HP's

I would guess the network that isn't detected is on a 2.4 GHz channel higher than channel 11. Can you change the channel being used?

It is not a package from Mint, its source is Ubuntu and I have made comments on bug reports, even including the needed fix to rtl8812au-dkms dkms.conf file and have been ignored

Rtl8812au-dkms has a broken dkms.conf, I would uninstall and see https://askubuntu.com/a/1149288/300665

Systemd boot works fine for one Linux distro or dual booted with Windows in EFI. You can try setting the connection in Network Manager, IPv6 tab to ignore or disable. If you can change the wifi router settings, see if using just Wireless B/G makes a change
