I did my test with my other laptop and Mint and it worked fine after installing rtlwifi-new, rebooting and changing the ant_sel to 2. I can't speculate as to what caused the issues you are having with it

You have it set correctly now, we could check where the parameters are set grep [[:alnum:]] /etc/modprobe.d/* | grep rtl8723be It returns no OUTPUT. So no output, then run echo "options rtl8723de ant_sel=2" | sudo tee /etc/modprobe.d/rtl8723de-ant.conf I don't know when this will be fixed, the bug ...

I have that wifi card in another laptop, I might have to put my hard drive from my Mint laptop in it and do some testing with one antenna wire connected

Those commands would have to be run in -34 with Secure Boot disabled in BIOS/UEFI

My nephew installed Mint 19 on his Lenovo laptop and we are having the same issue. There is only that mobile network and actually I am wondering if that is because bluetooth is enabled and he paired it with his phone - or tired to - to get internet. We went through and installed the Broadcom driver...

I would use the grub menu at boot advanced options menu to boot into a kernel older than 4.15.0-33 for now
