Any chance the problem machine has Ethernet using the r8169 kernel module? Indeed... e1000e 245760 0 r8169 81920 0 Can you try a 4.18 kernel to see if that works? I know they are EOL but they keep changing their minds on how to handle ASPM in r8169 upstream and Ubuntu might have cherry picked some ...

Try installing Mint without an internet connection as there are still issues with some UEFI installs when there are grub updates available

This happens in every Linux distro I know of with Broadcom wifi, it might be something in Broadcoms firmware for Linux that causes the limitation

On HP's you need to enter UEFI/BIOS settings, go to System Configuration, then OS Boot Manager. Then you move the Ubuntu entry to the top of the list and press F10 twice. For some reason changes made with efibootmgr are ignored on these newer HP's

I would guess the network that isn't detected is on a 2.4 GHz channel higher than channel 11. Can you change the channel being used?
