It must be quicker to boot the ISO again, install the drivers you need and during install be sure to click the Install third party drivers and software option

Why are you updating kernels? If you have all of your hardware working, keep the kernel you have. Only update your kernel if you have a problem that a newer kernel might fix, or if there is a security bulletin associated with the kernel you are using. For USB wifi, the Mediatek chipsets are supported more than the others. There might still be some Atheros USB devices made that are kernel supported. I would bet it didn't work in Mint 20 because wifi power management was enabled

It isn't the RT3290 but it could be something specific to some HP's that is the issue
