The picture you posted is the program gnome-bluetooth, you could try installing it from Synaptic package manager and see if it works

Reboot and go into UEFI/BIOS settings and disable Secure Boot

A frankenstein situation likely made worse due to the fact that Mint has some packages with the same name as Ubuntu ones that will never use the Ubuntu version because of pin priority

The poster installed the bcmwl package hoping it would make the wifi function, but it doesn't support that Broadcom wifi and actually made the ethernet stop working. The Broadcom bcmwl install blacklisted b44, b43, ssb, bcma, brcmsmac, brcmfmac, and a few others

You likely have Windows installed in BIOS boot with no bootloader and Ubuntu installed in UEFI, might be easiest to install Ubuntu in BIOS/CSM and that should make things better

This might be the result of firmware issues and a complete power off may be needed for some bluetooth when switching from a Linux OS to Windows, or the other way around
