See if it improves after

sudo sed -i 's/wifi.powersave = 3/wifi.powersave = 2/' /etc/NetworkManager/conf.d/default-wifi-powersave-on.conf
systemctl restart network-manager.service
It must be the work connection that makes your wifi TX drop to 8 dBm and that might be an issue with the wifi at work

Was the USB wifi plugged in when you ran the lsusb command as all I see in the lsusb and inxi is the ethernet device

If you install a newer 4.15 kernel, you will need to

make defconfig-iwlwifi-public
sed -i 's/CPTCFG_IWLMVM_VENDOR_CMDS=y/# CPTCFG_IWLMVM_VENDOR_CMDS is not set/' .config
make -j4
sudo make install

Is Secure Boot enabled in BIOS/UEFI settings? Linux Mint has a signed bootloader so it will work with Secure Boot but other distros may not have a signed bootloader

Go back to the 4.15 kernels as I doubt any Nvidia drivers in the repo will work with the 4.17 kernel or with Secure Boot enabled
