Right click on the file and select properties and I hope it shows the file extension. ISO files are supported by Winzip so Windows would show it as a Winzip file

Ubuntu must not have updated that package for 4.13

Ubuntu could use hardware info to prioritize bug reports as the system in place now does have its flaws, anyone can add themselves to the list of affected by a certain bug with no proof. Most Linux distros that have bug reporting can't keep up with it

It is just firmware converted from a windows version but it is device specific. Only bluetooth devices with an ID of 0489:e055 will work with that file

These issues might be caused by wifi power management, see if

See if the FN keyboard combo changes the hard and soft block to no, if it has no affect on whatrfkill list results try

Only results for the last part of the terminal command was there and it shows you are missing firmware. See https://askubuntu.com/questions/632336/ ... nt-working to see how to use a windows driver to create firmware for your bluetooth

I don't recall many issues with that one
In terminal with the device in pairing mode try

power on
scan on
See if the device is discovered, use CTRL + D to quit bluetoothctl, then check in terminal
