It is easier to install Windows first and then Linux Mint. If you install Windows after Mint, Windows will change the bootloader and then you would need to use boot repair from a PPA while booted with the Mint ISO

 git clone https://github.com/abperiasamy/rtl8812AU_8821AU_linux.git
 cd rtl8812AU_8821AU_linux
 sudo make -f Makefile.dkms install
Reboot and check BIOS/UEFI settings to make sure Secure Boot is disabled and it should work

After running the sudo modprobe rtl8723de ant_sel=2 the percentage is higher?

If that is true do

echo "options rtl8723de ant_sel=2" | sudo tee /etc/modprobe.d/rtl8723de-ant.conf
Then you will have the better setting automatically after reboot instead of having to run other commands

run all the commands and post entire results, you have to unload the module to change parameter settings, that will result in temporary loss of wireless
