To check Secure Boot status, since my old fix worked, I figured Secure Boot was disabled as the kernel has been enforcing secure boot rules for a couple years

If you had the rtl8188ee wifi, the kernel would have supported it, but your info showed "Realtek Device c821" and that should be a rtl8821ce and I think some of the first source code for it wouldn't compile on kernels older than 4.14, so you may have to update the kernel to the 4.15 kernels

Reboot, the other possible solution involves changing some of the source code and compiling a new module and that isn't a terrible thing, just not as convenient
