OK A New Similar problem SOLVED by not just deleting the /home/ack/.config/monitor.xml ...

I also had to delete the cinnamon-session and linuxmint FOLDERS in /home/ack/.config/ and reboot, and what seems to be the culprit was the /home/ack/.config/linuxmint/mintUpdate.conf

Sad to say still tearing arghhhh - What is the matter with these NVIDA drivers????? 3000+ fps, 8 GB dedicated 8 cores i7, and stupid simple video tearing? arghh again
