I don't know if it chooses the HD6450 since I was getting output to my monitor which was connected to the GForce. I also tried installing the nvidia proprietary drivers and nvidia-settings was seeing my monitor and saved the xorg through it. I tried blacklisting radeon to no avail under the Xen boot...

So after I've had problems with making this work. qemu-xen-traditional (or should I say qemu-dm) is not part of xen 4.3 and I couldn't find it.
