The problem is that I have many themes in my Documents section under .themes, but I am not able to get them into the themes section of my systems settings window. All I have there are themes you can get from add/remove section in the systems setting window.

Thanks for the feedback. I looked at the file structure under themes folders and now it all makes sense. I did have the applet for Keyboard installed for the panel.
What I forgot was in Keyboard 'layouts' to add the other languages to English. When I did so the flags appeared.

From menu>Administration>LightDM GTK+ Greater settings is selected, enter password and a 6in X 5in settings panel shows up on the screen with tabs for Appearance, Panel, Window position, Misc., each from which you can choose your settings such as Theme, Icon, Font, Background, etc.
