It is not clear from the facts given if Linux Mint can connect to the ISP router, just not the Internet? It sounds like you have a direct cable to the ISP router from the Linux Mint box? If one selects "encrypt drive" from the Linux Mint installer then the /boot partition is separate because it is unencrypted so as to run the decryption software.

The default size is 500MB and I keep having to remove old kernels due to a high frequency of kernel updates.

JFYI, I install from Oracle's web site because their updates of late have been significant. Also, if you install from Linux Mint then be sure to go into Preferences -> Updates and turn them off. Mint will update via the updates manager.

There is a check box to encrypt the drive. If you don't see it then perhaps you are trying to dual boot and have multiple partitions? I don't remember what the encrypt drive check box conditions are.
