Are you using the Nvidia driver in Driver Manager? If not, try that, seems to solve shutdown for some. My laptop is an old laptop with ATI. You can try holding the Shift key down during boot & see if that gets you into Grub.
I have just tried this as well. I saw the message "Grub Loading", and everything looks black, and I received the login to Cinnamon screen.

Thank you, everyone. However, nothing is helping. I tried the "sync" command right before the command "sudo shutdown now", but the result is the same. It would stuck. I tried pushing "FN" + "PRTSC" + "ALT" simultaniously, but it still does not help.

Yes, I have a fresh installation of Linux Mint 19.2 Cinnamon installed. The differences are shown well in Cinnamon menu, but not in the "System Settings/ Preferred Applications".

These differences are shown well in Cinnamon menu, as you can see below.

Right now, when I click on the drop down, I would see duplicate entries of VLC, which I can't tell if one is (flatpak) or the normal one. So, I can't tell if my Preferred VLC is from which.
