How do I re-enable horizontal wheel scrolling in Nemo?

Since updating to Mint 21 (IIRC), I have been unable to scroll in Nemo with the mouse wheel except by holding down shift. I can see where this change came from, but it is nonetheless deeply annoying and unnecessary. Can anyone please tell me how to return to the pre-21 behaviour?

I believe I have found the culprit, at least as far as the keyboard setting app goes: https://github.com/linuxmint/cinnamon/commit/f96a11ba7909ed1c0836e5a4a7f8a63f35c9a6fc I have emailed him to ask why did removed those lines, but I fear that it goes deeper. I have now managed to reinstall the Nvidia driver using the ubuntu-drivers tool, but still no change in the window decorations or (apparently) SVG icons.

Hi, My difficulty is that when clicking on the fullscreen button on a Flash video playing in Chrome, it doesn't go fullscreen but instead goes into a 1920x1080 window with a full border. I can't then move that over the Cinnamon taskbar either, so there's a significant loss of the bottom of the video...
