Have you tried inserting the Logitech Unifying USB Receiver and then trying to pair the mouse? I have several Logitech devices, and I always needed to pair them with the USB Receiver.

I think exiftool is the best tool for this job, too. If you prefer a GUI approach, I suggest XnView MP because it allows you to edit metadata as a batch process.
