Nope you have two versions of Gimp installed, the Flatpak version (2.10) and the regular repo version (2.8). Have you rebooted since updating? The issue was fixed with Cinnamon version 4.0.9. You should now be on 4.0.10

Have you made any tweaks the the GIMP menu entry? Definitely haven't installed flatpak GIMP as-well as the default deb version? Run this command to double check

But, that command only shows the last Tessa desktop image I had used. My own pic replaced that. Begs the question how did you set the wallpaper - that key should normally contain the current wallpaper. A couple of other suggestions.
