The notification spec allows for the sending process to specify various hints to prompt the Desktop Environment how to treat the Notification. Makes sense if you think about it, the setting is specific to the applet and although no one has, there's nothing stopping someone writing and distributing a more feature rich notification applet via Cinnamon Spices (e.g. with a logging function :wink: ).

The ignore transient notifications is in the Notification applet settings not the main Notification settings module. Access it via right click on the applet if it is visible, or via the Applets settings module if it is not.

I've experienced this very occasionally with another desklet, but not for a long time and I don't think I could reliably reproduce the issue to properly troubleshoot. What Cinnamon version are you using?

Try running

sudo chown -Rc $USER:$USER $HOME
in a terminal.

I'm not near my Mint machine at the moment to check behaviour or where these applications store their last run geometry, but I suspect a file ownership issue is preventing the last run geometry being written.

nomodeset is causing the issue with the backlight as it's not loading the i915 modesetting driver which should be fine with your CPU and it's integrated graphics.
