On Cinnamon?

If using grouped window list applet the easiest way is to add a custom launcher for the command to the menu, and then right click and add to panel from there.

If using the panel launcher applet, just right click on an existing panel launcher and click add.

Often a problem with /etc/fstab. You should be able to log in to a console in emergency mode and then sudo nano /etc/fstab to correct whatever the issue is.

It's styled by the grouped-window-list-thumbnail-menu selector. Yeah I know you have thumbnails disabled in grouped windowe list settings, but it's still effectively a cut-down thumbnail. I don't know how WharfRat does that (i.e. i'm also a Linux Mint Newbie), but in general i only update 'level 3' (green colour) updates. 4&5 i usually wait until they become level 3 at a later date. Can you run sudo chown -Rc $USER:$USER $HOME again and post the output if any.

Also after running the above command if still not working try removing the thumbnail cache rm ~/.cache/thumbnails
