A new developer has taken over the Weather App, and it's now fixed (you have to register for a free OpenWeather API key to use it).

I'm using the bbcwx@oak-wood.co.uk desklet (with OpenWeatherMap) as an alternative.

I found the same thing when I installed the non-flatpak Clementine off the Mint Software Manager. The only solution I found was to uninstall that version, and install the Flatpak version. Got a call from my father last night - he reran the printer installer tool, answered "Y" to specify the Device URI, then selected "USB". Everything is working fine now.
