Now I'm at kernel 5.0.0-23 sound settings seem well behaved. For example, whilst playing music I switch between various sound outputs and the output is selected straight away and with no popping.

Okay, after going through some kernel updates that variously included horrible pops when sound output was changed, I'm currently at 5.0.0-23 and as far as I can tell sound is back to behaving itself.

It sounds like earth loop, yes, but I discount that. The hardware hasn't changed (yes, something could have developed a fault), but an earth loop problem wouldn't come and go depending on whether the sound settings dialog was open or closed, for example.
