In booting with the exact same DVD I installed Mint 17 with, I think that I isolated any hardware or install issues.
Also, just for fun, I d/l and live booted the most recent Kali Lite (xfce) 64 bit and it ran perfectly.

So, something with mint is not happy with my computer.

UPDATE - So, finally had time to live boot 17.x Cinnamon 32 bit from my orig install DVD. Live Boot ran perfectly. No glitches whatsoever. So, I am at my wit's end on this. Thanks, I will give these a try as time permits me to. Yes, i did try nomodeset, no luck. What baffles me the most is my PC and all HW are running along perfectly on the current installation of 17.3 Cinnamon. So, at this point, I am suspect either is having issues due to incompatability. Actually, vaguely recalling something wrt. early Nvidia chipsets. I believe the iommu=soft kernel parameter may be one of the better tries. I tried to keep my explanation as simple as possible, but the same has happened with Zorin and LinuxLite :( I tried my Sandisk 8G USB drive, checked the BIOS first,my system didnt even recognize the USB on boot, but I got a desktop icon once 17.3 booted. Have you tried the advice rene already gave you? The Athlon II is a 64-bit CPU; the fact that a 64-bit install boots even up to "the splash screen" means it's in essence fine; I expect you have a graphics card compatibility issue; booting with "nomodeset" (see the release notes)...

UPDATE: Since my last post, received a Chromium browser update and no longer get the nag message bar saying that my "version of Chrome is no longer supported". Nice to know many others are still using 32 bit 17.3. Chreers!

Using an old trusty ASUS M2N SL1 (AMD 64 bit) board, but had stability issues running 17.1 64 bit so stayed w 32 bit, been running great since. Maybe I should try out 64 bit of 17.3? You could, but not sure I would go to all that trouble if 32bit is working well. Unless you have some 64bit software...

Just wondering how many 17.3 Cinnamon 32 bit Users out there. I am still holding on to my version as it works perfectly for me and is supported till 2019. Tried 18.1 64 bit and had cinnamon crash issues, went back to 17.3, perfect!
How many still holding onto 17.3 32 bit. Any of you too?

Ok, let me simplify as no answers yet. I tend to ramble to explain with as much detail, sorry.

In a nutshell, if I move a window from Monitor 1 to monitor 2, and then back to monitor 1, the window always defaults to monitor 2 afterwards.

global equalizer

Is there an equalizer program out there that will make changes globally on all programs on my pc?
I primarily use Audacious (which has its own EQ) and Pithos (no EQ).

PulseAudio is no help. The bass is too loud on my speakers, need to turn 128db waaay down. Thanks.
