Okay - so let me double-check what I should, or can, do now in terms of updating my Mint 19.1 XFCE system. As I understand the problem, it was mesa that broke xfwm4 , and not the other way round. The temporary fix was to go with the latest mesa upgrade, 19.0.2 , but not to upgrade xfwm4 to the 4.13....
