Do you use UPS in between? If not reconsider it. There are also cheap plug fuses between the to plug the UPS on them. One time is enough to happen and unfortunately nothing is 100% warranty! Since you did a fresh install from the USB flash drive, did you install Grub on the /dev/sda drive? Not /dev/sda1, etc. I simply took the defaults. Found I could boot if I turned off UEFI. I had pretty good luck using the pay version of Aptik to backup 19.3 and restoring to the clean 20 installation. Had to enable snap after the clean install of 20 before running the Aptik restore because it was enabled in 19.3 but after that just a few touch-ups. Whole process took a couple hours.
