So I installed kernel 5.2 using the .deb files available. I'd suggest installing PulseAudio Volume Control. On the Playback tab you can set the Systems Sounds volume and hopefully that one will make it stick.

So it wasnt the kernel, but i just used time machine to shift back before i modified the plymouth boot animation and evertything is running fine. So it looks like LInux Mint Mate 19 and modifications to Phymouth boot logos is broken...

So it looks like it was the 5.2.2 Kernel. I switched in GRUB to the 5.0 kernel and it seems to be working just fine. I removed the 5.2.2 kernel and so far, so good...

The contents of the move to & copy to menu options appear to be hardcoded in Caja - /usr/share/caja/ui/caja-directory-view-ui.xml .
