Just finished modifying this theme... This is an experimental theme that I tried to make as outlandish as possible. In Cinnamon.css go to applet.js (in the Cinnamon specific section) and change the ".applet-box: hover" to whatever color you wish.

An easy fix, go to .local/share/cinnamon/extensions and in DesktopCube@Yare open the metadata.json file and add 2.4 to the cinnamon version and it will work.
