As I understand it, this is due to some bug in more recent kernels of Linux. I'm not 100% positive which user is executing those startup scripts? I know that the old rc.local method executed the script as root, so the sudo action wasn't necessary. If you're not tied to the "Ubuntu ecosystem", you may also wish to check out Manjaro. They have a rather nice KDE/Plasma distribution and pretty active community to help support. Not everything will be the same - - it uses ARCH Linux as it's base, and is a "rolling distribution"....
