It has 4gb memory and core 2 duo Intel processor. I hope enough to run Cinnamon Mint 19. Now it has another problem. It doesn't go beyond first screen hit ESC for set up. It just hangs there. When it worked a few hours ago, I had run mem test which is ok. Looks like a hardware problem. Any suggestio...

Looks like bad keyboard. Test it on a different machine, or test a different working keyboard on your machine.

It's better to disable secure boot.

It is advised to upgrade from version 18.3 to 19 and not from 17 to 19. Boot live USB version 19, do you get the same problem?

You can install Android Studio, which can be installed and run as just another Mint program.
You don't require a separate partition of it. You can do all Android development.
