I have just managed to log onto the Oracle site & it appears that there is an issue with the latest build - 7.0.16 - so do NOT download it.

I don't think that anyone has ever successfully run Windows 10 with 1 GB of memory.
Also, you video memory is way under what I would use.

With only 60Gb of space you should not worry about partitions.
Give it all to root / & let /Home remain under it.
You don't need a swap partition, Mint will use a swap file instead..
