The default USB burner (USB Image Writer) that comes with Mint has always worked fine for me.

Note that it is easy to add Linux to a Windows computer but more complex to add Windows to a Linux computer/

I thought that drives formatted for Windows only had 'ghost' permissions under Linux - i.e. 'root' or 'user' made very little difference.
However, until the OP gives some system information I think all is a guess, which might be a better way forward for him rather than nit picking at replies...

I believe that your problems are stemming from the fact that you are using Mint 18. Freecad is trying to reach Ubuntu 16.04 repositories. Both these distributions went end of life last month & so, are no longer supported. You need to upgrade to Mint 19.x or 20.x - whichever best suits your equip...
