Huh. So no other folks have experienced this bug, apparently... :? May be just an anomaly of this particular laptop's hardware/graphics combination, I suppose. I believe this issue is caused primarily by the background changer application having to write/convert to cache thumbnails of all of the relatively large wallpaper images. And - IIRC - one of the system updates added a boatload of older Mint version wallpapers, making the wait for that caching un-be...
