You may have to go into Settings > Sound and from the Sound Effects tab turn up the volume and uncheck the Mute box of the Alert volume. That is based on Mate (and LM 17.3), but it may be somewhat different if you may be running Cinnamon or Xfce or KDE (you didn't say).

The two commands successfully renamed the empty directory /home/scott/.themes to /home/scott/.themes.orig and created a symbolic link /home/scott/.themes to /usr/share/themes. If you have themes and icons installed, but they does not appear, the reason can be permissions or they simply have disappeared somehow. After logging back into the primary account (scott) I ran find $HOME ! -user $USER -type f to check the results and it returned nothing, which I assume is good.
