Thanks for that info. It looks like the notifications were turned off. Also, as an aside, the notifications are turned off in Vivaldi browser (always have been). I took screenshots of both items you mentioned. BTW, it would not let me change the custom value in the timeout. Screenshot from 2022-11-0...

I went to the main menu, put in "Notifications" into the search box, clicked on "Notifications", then under "Notification Settings", where it says "Enable Notifications", turned it to the off setting.

When I looked for the SANE (scanner drivers) in my PPA's, it wasn't there. I re-added the SANE PPA, and the problem seems gone.
I will update the subject to solved after a couple of days making sure it really is fixed.

It happened again with Chrome.

I don't have the boot media anymore, and the last time I did a full fresh install was when 19.0 first came out. I've just done updates to get to 19.3. Can I execute that command in the terminal while logged into the installed 19.3, or do I have to do it from the boot media running live? If it has to...

Thanks Pjotr, I installed it, and it runs flawlessly. Mint xfce 32 bit ran pretty good, but there was still a little video tearing with any browser, but this runs really well with zero video tearing.
