Spend some time with Xfce. It's not as configurable as KDE (nothing is :) ) but I think it'll have what you need.

Kubuntu is the closest to Mint KDE you'll find. The jump is pretty much straightforward.

EUREKA!!! Seems I found a replacement for No Squint Plus, which seems to "forget" per site setting in Quantum. The alternative? Gnome 3 has most tools to be customized to something similar to Unity in the form of extensions. I hope Canonical will partner with the developers of some of the best (Dash to Dock comes to mind immediately) instead of writing from scratch and make the same mistake again of not mating with upstream ...

I'm not sure what to make of SMplayer just being a front end for MPlayer/mpv and it relies heavily on Qt. The output quality of the video didn't seem any better than Gnome Media Player to me. Gnome player is also a front end to MPlayer, so the output quality should be the same. My reason to use SMP...

Trebuchet MS for the Web

But the choice is quite personal, I had to experiment for weeks until I was fed up and finally settled with the above mentioned; know you got me thinking if I made the right choices :(

Xfce fan here as well.
Light, configurable, intuitive,
and snappy; yes, yes, it's brisk as a young squirrel, no other DE like it.
And the Whisker menu, the options so self explanatory, and the panel...
well, you get the point, give it a go.
