Remember to remove non used applications from your startup to free up some resources. Do a research about each of them before removal to see if they are not system needed.

+1 for Xfce, it continues very lightweight but it's way more user friendly these days than the older versions.

I think fan speeds are controlled by BIOS itself accordingly to parts temperatures, check if isn't a ageing or dusty fan that's causing the extra noise.

Check your router documentation, maybe you need to configure static IP (DHCP off) on the router too beyond configuring the static IP on the server machine network configuration. Here configuring the machine IP works even when router DHCP is on, but who knows.

Try to keep the least possible addons/extensions enabled, you can gain performance doing that (hard to do, firefox extensions are awesome).

Really recommended that you do a research on what that startup entry is responsible before consider disabling it, they may be attached to something important as printer, sound or video card support.

You may need to remove the boot entry from grub configuration. If you don't have experience to do this editing the text files configurations, consider using grub-customizer GUI configuration tool.
