I had this problem on 18.2, after searching and asking, no real solution was found. I produced a workaround in the end, it requires a bit of command line fiddling to set up, and means you have to click an icon to suspend instead of just shutting the lid. Hello, I'm having this problem too, having updated from 18.2 to 18.3. When I wake from suspend, after entering my password I get a message to the effect that I am in fallback mode, Cinnamon has crashed, and would I like to restart it? inxi output is below. Thanks for the suggestion, sorry I seemed to ignore it, as the forum didn't give me a notification.

I had actually rolled back from 4.10.something to 4.8.something to see if it helped. I will try going forward again to the most recent and see what happens.

The 2KB/s transfer doesn't seem to be happening at the moment, but I've downloaded and run nethogs and it looks like it will be able to reveal the culprit next time it happens.
