It's completely possible to install LM19 and
- not use Timeshift, and switch off any notification that you haven't set it up yet
- configure the Update Manager to work exactly like the previous version, except there are 4 levels, not 5 like you may be used to.

Those two statements cannot both be true. Since it's not all free/unallocated space, there is something on it, and that something would necessarily be inside a partition. :wink:

Pix is great for simple things like cropping, rotating, and adjusting things like contrast and brightness; XnView is excellent for batch...

I'm on Mint 18.3, but I can give you the procedure for that, and you can see whether it works. Rightclick on the main menu button and click 'Configure'. Does anything useful show up if you rightclick them? Alternatively, you could probably use the menu editor.
