You have not told us your desktop environment, so this is a shot in the dark: try the settings under Mouse and Touchpad.

Choose first option if you want to dual boot windows and linux mint and second option if you want to remove your windows os and just want linux. Something else, yes. And then choose your previous Mint partition(s).

You can also do the same in the file manager in image viewers like Pix or XnView. What makes it cumbersome is it will be a one-at-a-time operation. It doesn't have to be. I don't think that it does, apart from the 'teething troubles' that are common with a new release and often repaired in x.1 or x.2... but of course, it's up to you. 18.3 is indeed very nice.

Or you could get from 19 to 19.1 by upgrading through the Mint Updater.
